Search bills by title / session / stage / sponsoring member.

Parameters

`query`	string	no	Search bill title and short title
`session`	number	no	Session id (numeric)
`stage`	number	no	Stage id (1=intro, 2=first reading, etc.)
`member_id`	number	no	Sponsoring member id
`current_house`	number	no
`sort`	string	no	TitleAscending \| TitleDescending \| DateUpdatedAscending \| DateUpdatedDescending
`take`	number	no	1-50 (default 20)
`skip`	number	no	0-based offset
