Tool description as the model sees it

Which EU tenders does Aurelmark currently watch for submission-deadline changes? Returns each watched tender (TED first-notice number), its observation start, last successful check and freshness, plus the retention window and the eligibility rule. Use to find out whether a tender is covered before concluding anything about its deadline. Coverage is a handful of tenders and grows by request to the publisher.
